Java.io.IOException & Error Downloading

I have been using a WIO LTE Cat 1 board for little over a month now and one day while doing tests I tried running a script that had been working minutes previously and gave me the following error:
java.io.IOException: Cannot run program “{runtime.tools.stm32 dfu upload_tool.path}/win/dfu upload.bat”: CreateProcess error=2

I tried deleting the App Data Roaming and Local Arduino15 folders and reinstalling the Arduino IDE but now get the following error:
Error downloading https://raw.githubusercontent.com/Seeed-Studio/Seeed_Platform/master/package_seeeduino_boards_index.json

This json URL was disabled, please change the URL to https://raw.githubusercontent.com/Seeed-Studio/Seeed_Platform/master/package_legacy_seeeduino_boards_index.json in the preferences---->Additional Boards Manager URLs.

Ok, I see the forum topic Confrict between “Seeed SAMD Boards” and “Seeeduino AVR”
I also get the Index error that salman gets but can now install the Seeed STM32F4 Boards package.

However, now when I attempt to run a script I get the following error:
Error compiling for board Wio Tracker LTE
exec: “/bin/arm-none-eabi-g++”: file does not exist

I deleted the Arduino15 files and folders (except for preferences.txt.), reinstalled the package, and did not get the index errors however still get the following error:
exec: “/bin/arm-none-eabi-g++”: file does not exist
Error compiling for board Wio Tracker LTE.

Hi @trawinlegacy
Run the IDE, and on the Tools menu, select the Boards manager, and install the Arduino Zero from the list of available boards. You must do this step, it installs the arm-none-eabi-g++ toolchain!
