It’s not about BLE, it is entirely NFC-related.
Probably Apple decided to be more “selective” with it for some random security reasons, idk.

Turn off BLE on some Iphones, allows NFC to work…
There was some documentation / Posts about this Phenomenon but I can’t find it just now. SO YMMV
