I bought this thinking I could analyze/capture the IR signals from a Magiquest wand. Then use the board to send the data back out.
is this possible as long as I get a usb battery pack?

If the wand IR signal is modulated around 36KHz like a remote control you should be able to analyze and capture the signal. Depending on the complexity, you should be able to play it again while connected to a computer (if it is like a normal remote control it should work ok).
Currently, there is no stand-alone or battery powered mode for the IR Toy, but it is on my wishlist.
