1.Of course it can because its I2C interface .You can do as the garden said:http://garden.seeedstudio.com/index.php?title=Twig_-_OLED_96x96 . It’s the same as the Arduino. Maybe you need a shield for the board.
2. You have to note the platform. FEZ Panda II software enviroment is different with arduino’s.
So if you do this , you have to find the matchable I2C SDK & DLL for your platform. Or you can control the CPIO by I2C software to make your project run.
