NO i would not cut the cable… maybe just jumper to test it… are you sure the key is turned on in your car? is the motor running? is your vehicle OBDII… i assume yes? have you made sure the ODB port is plugged in all the way… i know the female end is deeper than you would think… really need to bang it in there tight… no pun intended
Post up a picture of the cable.
You Shouldn’t need to cut the cable it if it’s already pinned correctly .
Plus it may take advantage of the power from the OBDII So NO
