Hello i am near a Signal antenna of o2 Germany but my Signal Level is bad AT CSQ givs onl 8 to Maximum 12.
in a Cellphone the Card brings best UMTS Signal.

Short guess:
It’s a GPRS-Shield, so no UMTS service. Test the simcard in your phone with 3G disabled.
