Rectangular Pads (slot), again

Hello,

I have some components with the rectangular pins, so I need to make a pads with plated rectangular holes 2x1mm.
My PCAD does not have the milling layer, so I looking for the solution.
What is the better:

  1. To make a pad without the hole and to put one wide (1mm width) line with 2mm lenght at board layer?
  2. To make a pad without the hole and to put 2x1mm rectangle with 0.1mm line width in the board layer?

slot has to be identified in drilling layer. Gerber needs to include the drilling layer.
