I may need to be more specific because it may be a WinXP security issue. The specific error is “The compressed (zipped) folder is invalid or corrupt.”
Finally got it open using 7-Zip. Even then it was not straightforward. The folder unzipped but it was recognized as a 0_LIBRARY file. When I used 7-Zip on it it rendered a valid windows folder with the files intact.
