Question of the RGB LED Shield V1.4 Kit ?

Hi!
Collected RGB LED Shield V1.4 Kit.
There are a few questions:

  1. How can I reduce the brightness of the LEDs light ?
  2. RGB LED Shield I use in conjunction with the original Adruino (atmega168)

    But there is a problem. Part of the LEDs on the board lit (marked in red - burn continuously, marked in green - flashing as necessary)

Errors during assembly and soldering is not.

What could be the problem ?
