PCB holes with partial plated surfaces.

hi!

i’m trying to make a Eagle library for banana and mini-jack possibility, the idea is to have a big partial round pad (arc) for the banana connector and the necessary pads for the mini-jack. Recently i sent a design like this with the file attached where i choose the ‘PJ_360_BANANA’ package, the result was a pad where the bottom and top is not communicated by the plated inner surface (the inner surface is not plated). I assume this is because i put the hole in the ‘HOLES’ layer, now i make the package ‘PJ_360_BANANA_2’ which has the hole drawn on the ‘MILLING’ layer, this can solve the issue? or: is possible to make a pad composed by an arc of the hole with the inner plated? Thanks
BTW: the lbr extension is not allowed?

there are 2 way to design plated solt.
1.the best way is overlap drill holes
2.draw the solt in milling layer, and point drill slots with copper.

the hole is already drew on the milling layer, can you explain me a bit more please?
