Boot Manager installed in FS0:\EFI\grub\grubx64.efi not appearing

I installed Linux on internal storage, I can boot it fine from the efi shell.
when I create efi boot entry with efibootmgr for the GRUB installation on FS0 it seems to be ok, but after reboot it is wiped and no GRUB boot entry is present - what am I doing wrong?

I’ve essentially deleted all the boot entries and re-installed grub as described at:
