315 mhz remote relay

Hi, instructions for this product say that there are three relay switching options

  1. Momentary, set the shunt to M
  2. Latch, set the shunt to L
  3. Flip Flop, remove the shunt

I cannot get Flip Flop mode to work.
On M I get momentary operation with a slow falloff
On L I get latching
with no shunt it operates in momentary mode with a fast falloff.

How do I get it to operate Flip Flop mode.
