It seems there was a file missing:

FileNotFoundError: [Errno 2] No such file or directory: 'orin-nx-seeed-industry.dtbo'

Try downloading this file to bootloader directory (for JetPack 5.1.3):

wget -L https://raw.github.com/Seeed-Studio/Linux_for_Tegra/r35.5.0/extra_scripts/recomputer_industrial/orin-nx-seeed-industry.dtbo -O bootloader/orin-nx-seeed-industry.dtbo
